The Business of Correctional Facilities
What is the most profitable industry in America? The privately run prison industry.
In the 1980s, several private corporations specializing in “correctional facilities” began taking prison management off the hands of federal and state agencies. Since then, those companies have grown into massive operations. They’re in almost every state and their complete takeover of the “correctional market” is predicted to happen in the next five years.
The largest, Corrections Corporation of America, boasts 82,000 beds in 66 facilities, in 19 states and Washington, DC. The corporation has grown since 1983, with stock going from $8 to $30 per share by 2000; it now stands at just over $15. The crime wave of the early 1990s, ensuing “three strikes” legislation, and the War on Drugs have made private prisons a profitable business.
Several factors have led to the increase in private prisons, but let’s consider the number of prisoners currently in American jails. The United States has the highest documented incarceration rate, and total documented prison population in the world. As of year-end 2007, a record 7.2 million (2.3 million were incarcerated) people were behind bars, on probation or on parole. More than 1 in 100 American adults were incarcerated at the start of 2008. The People's Republic of China ranks second with 1.5 million, while having four times the population.
Statistics:
-740 in every 100,000 Americans are imprisoned
-1 in every 100 Americans is in jail or on probation
In the US, a ballooning number of people, predominantly Black males, are being imprisoned. The cost of managing all of these “correctional facilities” has ballooned accordingly:
The Bureau of Justice recorded an increase in spending from $9 billion for corrections in 1982 to $65 billion in 2005. Taking into account police and judicial expenditures; just over $35 billion in 1982 and just under $200 billion in 2005.
A privately-run prison system has absolutely no incentive to reduce the rate of incarceration in the US; in fact, the only reason a private sector even exists is due to the quadrupling of prisoners since 1980.
It’s not just facilities management: weapons contractors, telecom providers and financiers underwriting prison construction are all getting into the booming business of lockdown.
All of the major investment banks, including Goldman Sachs and Co., Merrill Lynch, and Smith Barney, have a stake in private prisons. Today’s economic crisis has hit all sectors of the economy, but with joblessness on the rise and incomes plummeting, expect to see the stock prices of firms like CCA, the Geo Group and other fine institutions continue to rise.

Former Grand Hustle rapper Cedric "Alfamega" Zellars was recently arrested on felony gun and obstruction charges after an altercation with Georgia police late last month.The 36 year-old was reportedly locked up upon learning of his dismissal from Grand Hustle by T.I. last week.He was arrested April 29 and according to an Atlanta Police Department report, police found a stolen .40 caliber pistol in Zellars's SUV during a search of the vehicle following a traffic stop (the Sig Sauer handgun was loaded and had a round in the chamber). After cops discovered the gun, Zellars became "combative and non-compliant" and sought to flee. Officer Antonio Blasini pepper sprayed Zellars in the face, but the substance "had no immediate effect." Cops chased Zellars to a nearby parking garage, where he was struck with a police baton, again to no effect. In a bid to shake his pursuers, Zellars weaved through parked cars and climbed over the garage wall, jumping "25-30 feet to the ground." Zellars was booked into a Fulton County jail, where he remained until Saturday when he made bail. Zellars, a predicate felon, has yet to be indicted on the gun and obstruction charges. However, if the gun case were to be handled by federal prosecutors, Zellars could easily be facing more than a decade in prison. The first is that the sunglasses Mr. Ross is wearing were not made by Louis Vuitton, and in fact, are counterfeit. Louis Vuitton did not grant permission to Mr. Ross or to whoever did make the sunglasses to use our trademarks. Well, well, well. Fresh off the plane with my wife from our second honeymoon on the beautiful secluded islands of the Maldives and what do I find in my email box? A mediocre (at best) Eminem record that sounds like it was written in 2001. At first I thought it was old material that had been dug up from when dude “fantasized” about having a pretend fling with Mariah. I was thinking to myself, “Hey that was before me so it is really none of my business, so I’m going to give him a pass.”
So as I continued to semi enjoy Marshall’s rhyme scheme and flow, I mean let’s be honest dude used to be incredible. He was a witty lyrist with dope delivery and timing. Some even say, one of the best to ever do it. I had nothing but respect for this dude. But all of a sudden I hear my name in the verse! My first reaction was like, “This is his new shit??? Wow, that’s too bad…” Then I felt sorry for him because he must really be stuck in the past. Not only has his music not evolved, but also homeboy is still obsessed with my wife, the same female that wouldn’t let him get to second base from 8 years ago! But then the dude on the other shoulder said, “ What Nigga?! Is you scared?! You can’t let no man ever disrespect your wife! Especially not some Peroxide drenched homophobic has-been! This is like some Paquiao vs. Hatton shit! He is underestimating you with his ass out and you can drop him in the first round!”
Then, without listening to either one of the voices on my shoulders, I analyzed the situation from a logical perspective. Am I going to battle Eminem and try to out rap him? No, that would be stupid. The dude is nice on the mic. Even though nowadays he lacks substance, rapping about when he used to be hot. Like when Al Bundy gloats about his High school football prime.
Then I asked myself should I go find this Bitch and just whoop his little ass? But that might have just been the Creatine and protein shakes talking! LOL. Even though most people don’t know that I’m nice in the ring and have been training in boxing and Martial Arts for years that would just be childish and silly of me to bully this dude. He clearly has been picked on all his life and I would hate to add to his deep-rooted pain. As we all know he has had a hard life and has major insecurity issues and is very confused and unhappy with himself. So a guy like that doesn’t really need another ass whoopin, he needs a hug. He said they haven't been on speaking terms for some time, and the label head/reality-TV star says there's nothing he can do but end their musical and business affiliation."The relationship has run its course," Gotti explained earlier this week while visiting the MTV offices. "The chemistry of what's needed — we're in two totally different places. You're talking to somebody that took her and shaped and molded her and put her out there for the world, and it blew up. The album was her first in-studio project not to go platinum. Gotti says it's because the singer deviated from their winning formula and tag-team effort."I personally believe for her to be successful, it took the energy ... when you seen her, it was 30 n---as around her, and she's the princess so nice and pretty walking through," he said. "The music was great, but it was the energy that was created. It wasn't just her standing there and singing a song."We don't really speak or talk or anything like that," he continued. SWINE FLU ORIGINS MYSTERIOUS IN GENETIC ARMS RACE
(CNN) -- While investigators trudge through pig farms and remote villages in Mexico, searching for clues about the new swine flu, answers about the virus' origin may finally appear on a computer, based on genetic codes.

At the Department of Biomedical Informatics at Columbia University, researchers are using public databases to trace the origins of the 2009 H1N1 virus. They've found that the closest relatives to the new virus are viruses that were isolated from pigs in the United States in the past few years.
Their analysis, recently published in Eurosurveillance, suggests that the virus has at least two swine ancestors, one of them related to a virus isolated in North America in 1998.
Still, the relatives are distant, and it's premature to conclude that the virus came from the United States based on this analysis, said Raul Rabadan, study co-author and assistant professor at Columbia.
Influenza is like a small jigsaw puzzle with eight pieces, each with its own function, Rabadan said. The puzzle changes all the time, which is why exposure does not lead to total immunity and vaccines need to be updated yearly.
When two viruses infect the same cell, they can create yet other viruses with pieces of each of the original strains. This process is called reassortment. The 2009 H1N1 virus is a reassortment of swine, human and avian genes.
Rabadan and colleagues are finding the closest ancestors for each of the parts of the virus and then trying to understand how these parts may have combined in the past, a complicated question.

It is impossible to know from the available data where geographically the 2009 H1N1 virus came from, but with more samples, researchers may be able to decipher more clues, he said. Just from looking at the genetic code, it is unknown what species is the virus' host, how easily it is transmitted and how deadly it is.
"We have a set of letters that you can try to map, and then you can try to see how this map is working, how would you know if a particular combination is giving you something? That's something that has to be solved."
Although a 5-year-old boy in the small village of La Gloria, Mexico, is said to be "patient zero," with the earliest confirmed case of 2009 H1N1, no one knows exactly how he contracted the virus. Read more about the boy
Some say that tracking the origin of the virus isn't as important as finding ecological weak points and bolstering surveillance.
"We may not be able to say precisely say, 'This pig farm spawned this virus' and all that, but I think it's very important to face the facts about what kinds of ecological settings are spawning danger," said Laurie Garrett, senior fellow for global health at the Council on Foreign Relations.
For influenza, the new ecological stress points mostly relate to industrial-scale livestock and, in the case of avian flu, backyard chicken farming, she said. In both of those cases, there are "economic lives at stake" in making decisions such as killing certain animals, she said.
"We have to figure out a way we can surveil those populations, surveil that ecology, without the industries at stake -- or, in the case of chickens, the small family farmer in Indonesia -- feeling that their livelihood is challenged just by the very fact that anybody's even trying to do surveillance," Garrett said.
But the genetic lineage of the virus does offer useful clues, she said. Cooperation among the United States, Canada and Mexico in every step of the investigation has been profound, she said. By contrast, Indonesia has refused to share bird flu samples with the World Health Organization in the past.
Some researchers say it's not surprising that a new virus such as 2009 H1N1 would seem to have its focal point in Mexico.
A 2008 Nature study co-written by Peter Daszak, president of Wildlife Trust, an international organization of scientists, used computer modeling to find that hot spots for emerging infectious diseases include China, Southeast Asia, Mexico, parts of Brazil, Europe and the United States.
The study showed that socioeconomic, environmental and ecological factors correlate with emerging infectious diseases and help identify "hot spots" for where they crop up.
Now, researchers are looking at travel and trade patterns from Mexico to shed light on how the virus has spread. There's a large trade of pigs from the United States and Canada, as well as pig trades from other countries, each year into Mexico, he said.
"There's a lot of mixing, and a lot of potential for viruses," Daszak said. "It's equally likely that it emerged in Mexico as it is in Canada and the U.S."
The main driving factors for an emerging infectious disease are the demographics of people, livestock production and changing food production strategies, Daszak said.
Although scientists know of several thousand viruses, more than a million viruses could be out there, assuming every vertebrate species on the planet has 20 viruses that no other vertebrate has, and there are 50,000 vertebrates, he said.
The lesson from the swine flu outbreak is that "we missed the boat," he said. While resources were thrown at avian flu in Southeast Asia, the newest virus has emerged at the United States' doorstep, he said.

"We should have been out there looking for these things happening," he said. "We should have been working better with those pig farms or with in any industry in a hot zone."
Anyone who is building pig farms or poultry farms in a hot zone of emerging infectious diseases should increase security, look out for new diseases in livestock or people, and investigate any novel diseases rigorously, he said.
The Centers for Disease Control and Prevention has found that each gene segment of 2009 H1N1 had its closest ancestor in swine influenza virus, and officials hypothesized that the reassortment of these genes occurred in pigs, said Nancy Cox, director of the CDC's Influenza Division.
"It doesn't necessarily mean that that's where it occurred, but that was our working hypothesis based on the genetic relationship of each of the gene segments," she said.
Regardless of the outcome of 2009 H1N1, more infectious diseases will crop up over time, and there's no end in sight, Daszak said.
